what this quote means is that if if you obey you will most likely be happy because there wont be no guilt in your heart. if you don't obey you will get in trouble and you wont be happy.
for example if i steal a bank i will get caught and get in trouble and since i dint obey i wont be happy. so if you obey you will be happy.
